ON WEDNESDAY, THE 1ST OF APRIL, THE VERKHOVNA RADA OF UKRAINE CONTINUED WORKING IN THE PLENARY REGIME
Volodymyr Lytvyn has informed on the results of the work during the plenary meetings on the 31st of March
Yulia Tymoshenko Bloc and "Our Ukraine Self-Defense" insisted on the break in the meeting. The Chairman gave the floor to the people´s Deputy Ivan Kyrylenko. The people´s Deputies insisted on the inserting to the agenda the Bills on the President´s Elections in Ukraine.
The People´s Deputies voted for the inclusion of the Bills to the Agenda. The Chairman of the Committee on State Building and Local Self-Governing recommends that the Parliament appoints the date of the elections on the 25th of October 2009. The Bill of the Resolution was introduced by the people´s Deputy G. Moskal, who has grounded his position. During the discussion the majority of the Deputies upheld the Bill.
As a result, the Bill of the Resolution was adopted by 401 votes
Next, the Issue on the Ratifications was scrutinized.
Yu. Pavlenko, the Minister on Family Matters, Youth and Sport informed on the Bill of the Law on joining of Ukraine to the Convention on Children Protection and Cooperation in adoption of children.
Chairperson of the committee on Family Matters, Youth Policy, Sport and Tourism, Kateryna Lukianova announced that the Committee does not uphold the joining to this Convention. The Committee on Budget declared that the adoption of the Bill envisages the extra expenses from the State Budget and the Profile Committee recommends that the Bill should be directed for the further consideration.
During the discussion the People´s Deputies expressed a number of considerable amendments to the Bill.
Verkhovna Rada has rejected the Bill of the Law on joining of Ukraine to the Convention on Children Protection and Cooperation in adoption of children.
The Verkhovna Rada of Ukraine has adopted the Law "On Ratification of the Finance Treaty (Project of the Building of the High-Voltage Air Line 750 kilovolt Rivne APP - Kyiv) between Ukraine and European Investment Bank" by 374 votes.
The Verkhovna Rada of Ukraine has adopted the Law "On Ratification of the Convention of International Labor Organization №184 of the Year 2001 on Safety and Labor Hygiene in Agriculture"
Ratified Treaties: Law "On Ratification of the Treaty between Ukraine and Slovenia Republic on Interaction and Mutual Protection of Information with Limited Access" (366 votes); Amendments to the Articles of the Treaty with International Monetary Fund"(377 votes); Amendments of the Years 1991 and 1993 to the Convention on International Marine Organization of the Year 1948 (394 votes).
The People´s Deputies included into agenda and scrutinized the Bill on Amendments to certain Laws of Ukraine (re the Stimulating of the Alternative Energy Sources Use). The Amendments were introduced by the People´s Deputies, the First Vice-Chairman of the Committee on Fuel and Energy Complex of Ukraine, Nuclear Policy and Safety, Sergiy Titenko. S. Titenko declared that the Bill improves the relations in the sphere of the production stimulation, implementation of the energy saving technologies and implementation of the alternative energy sources.In particular the amendments to the Land Code determine and specify the register of the objects of the transport infrastructure through the implementation of the alternative energy into it etc.The Bill was adopted by 418 votes and as a Law in its entirety by 415 votes.
The People´s Deputies included into agenda and scrutinized the Bill of Resolution "On Celebrating of the 90th Anniversary of the Komsomol Organization Formation in Ukraine" and adopted it by 251 votes.
At the end of the morning meeting the People´s Deputies have scrutinized and rejected two Bills on Migration Policy
Then the Morning plenary meeting was closed.
